Legacy

The Legacy Partners Apartments were approved by the Livermore Planning Commission on March 6, 2018, and by the City Council on June 11, 2018.

David Eichler, Senior Managing Director for Northern California at Legacy Partners , donated $467 to Mayor Marchand’s campaign on September 19, 2018. Marchand’s campaign disclosure forms filed under oath with the state list the donation from Eichler, but list him as a “real estate agent” at “Legacy”, and as a resident of Livermore (he actually lives in Piedmont). This appears to be an attempt to mislead people into believing the donation was from a local real estate agent at the similarly named Legacy Real Estate on Second Street, rather than from an executive at a multimillion dollar company Marchand’s council just green-lit a project for.

Legacy Partners employed Katerra as their building contractor, who supplied both the labor and materials for the project. Katerra declared bankruptcy on June 6, 2021, leaving the site as an unfinished, open-framed eyesore, and attractive nuisance for area youth (note the gate is not locked so anyone can enter the site).
